I am not sure how to get a smooth sky without using the blur tool. But here it just makes the sky look blurry. I am sure there is a brush or technique that can help but I am not aware of it yet. Today I did one in black and white.
Love it. I should work on grayscale stuff--good value practice.
Blur is hard in photoshop! Probably the only way to get the effect is to use gradients then the liquify tool. I don't know Photoshop painting that well tho.
You could give Corel Painter a go--I think there's a free trial. They have some pretty good blur brushes and it all feels very organic to me.
